Cannot live stream this video with vlc.

Hi.

I'm trying to stream this test movie i have set up called test.mpg. Here is the error and out put i am getting.

Anyoen able to help or see why i cannot load it in the browser? Whats going on? Am i ment to be goign to: http://208.98.32.100:1234 / :8080 to view the movie or what? Why wont it work? I even tried to add --loop at the end of the string to run it but no luck. What am i missing?
