PVR encoding bitrate is stucked at 8mb

hi guys,
I have installed 2 PVR (one 150 and one 500) total of three tuner on my machine.

the encoding rate is stucked at 8mb for any channel and any card no matter what opton i put in VLC command,

I run this command:

vlc -vvv -I dummy pvr:// :pvr-device="/dev/video0" :pvr-norm=0 :pvr-bitrate=3000000 :pvr-max-bitrate=3500000 --sout='#duplicate{dst=std{access=http,mux=ts,dst=10.1.1.13:2002}}' :pvr-frequency=599250 -d

any idea?
