Streaming Over Command Line

Hello Dudes,
I'am a german stdudent and i need to stream a video file over ethernet. I have read that is recommended to use VLC instead of VLS. okay.
Now my question, it is possible to stream a file on the HDD to the ethernet without VLC opens? I mean the Control Interface where you can play and stop videos. If it is possible only to stream a video over the commandline.
If Yes, how musst the command look like? I don't understand really good the documentation.
My Video File is on
Path: /home/nico/videos
Filename: abgedreht.mpeg
destination ip adress: 192.168.2.100
Can you write me a command line that a i can proof it here?
