/dev/dvb is not available, will it work?

hi guys,
I've played for 3 weeks now to install my hauppage dvb card to stream tv over my network,
(hauppage nova-s-plus)
but no luck yet,
I have PVR-150 on same box which is working fine.

when I open vlc in dvb tab I receive :
I appreciate any help I can receive.
