embedding subtitles

I am trying to embed subtitles into a video according to https://robots.net/tech/how-to-embed-su ... ly-in-vlc/ but can't find the menu "Options" items described in Step 6.
I'm using vlc 3.0.21 and have explored Tools->Preferences->Subtitles/OSD without any luck. How can I permanently embed the subtitles into the video, please?
