When I uninstalled VLC from debian the following files removed after the command.

sudo apt purge vlc

/home/user/.cache/vlc
/home/user/.config/vlc
/home/user/.local/share/vlc
/usr/share/doc/vlc
/usr/share/vlc
/usr/bin/vlc
/usr/lib/x86_64-linux-gnu/vlc

After manually removing the files VLC did not install. Only a few components but not the binary.

sudo apt install vlc

/usr/share/doc/vlc
/usr/share/lintian/overrides/vlc
/usr/share/bug/vlc
/usr/lib/mime/packages/vlc

Why is the VLC installable missing ?

Uninstalling apps does not remove user data on Debian.

Yes it does.
sudo apt purge --autoremove vlc

This will remove all components of vlc

That's not how this works.
