Displaying system time

I found a youtube video which seems to display a successful display of the time on VLC.

However following the exact method it did not work on my Linux Debian machine. Is there a specific OS this works on?

That video left out the critical part about actually enabling the marquee. It wouldn't work on Windows any better than on Linux.
