VLC CLI from Debian

When I issue a command line on Debian 12 to transcode and display a IP camera on one camera 3/4 is blacked out and on another 1/5 at the bottom. since both cameras operate the same this suggest manipulation on the video stream. The video is a stream and the cLI is below.

vlc https://192.168.x.x --sout "#duplicate{vcodec=h265,fps=24,dst=std{access=file,mux=ts,dst=file.mp4"},{dst=display}

Is there any information that could prevent this like the exact pixel size used?

I have performed a SHA256 on the file located in /usr/bin/vlc and got 2 different answers for 2 different Linux distros.
