Trouble running disk

I installed VLC through linux on a chromebook. I cannot run a disk(.VOB) and gives the following message:

dvdnav error: Can't start /dev/sr0
dvdnav error: Could not open /dev/sr0
dvdnav error: vm: failed to open/read the DVD
dvdnav error: Can't stat /dev/sr0
dvdnav error: Could not open /dev/sr0
dvdread error: DVDRead cannot open source: /dev/sr0

Is this the DVDs fault? It works on an older laptop that has a dvd player built in.

VLC cannot access a DVD drive. Either it doesn't have the permission or it's not at that path
