vlc encoding problem

hi!

vlc 0.8.4 on debian sarge: everything works fine. i capture my tv-card signal and encode it as div3. problem: if there's only noise as signal (for example if u didn't pay the bill of your cable-provider :-)) then vlc does not encode this noise (maybe my computer is too slow for such operation) so the videofiles requires much much space...
is there an option where i can tell vlc to dropp frames instead of switch off the encoding process?
