m4a/aac playback issues

I didn't think I'd be back so soon. May or may not have found a bug, but needless to say 3 days ago I was having no issues playing aac encoded files (which make up the vast majority of my collection) note playback of all
other formats is uneffected as far as I can tell, MP3, flac, ogg, wav all play fine. Easy solution just convert my entire collection to flac, it's easily done if a tad inconvenient.

This basically results in really stuttery choppy playback.
The one thing I can say I've done differently recently was install a SDR dongle (a noolec) one of them RTL2838 jobbies, and also compiled and installed other related software e.g Dream for listening to DRM broadcasts (I wonder if I've answered my own question, clue in log), the thing is why should any of that matter?
I'm not bad at these things but no expert, I just don't get how the above would result in choppy playback in another application, unless I unwittingly broke something, I'm hoping you can help me figure out what.
I'm running Ubuntu 18.04.1 LTS, and VLC 3.0.2.
