Trying to do VOD server with VLC

I tried to make a vod server on my debian sid with VLC, but I have problems.
First, I can't stream only mpeg or mpeg2. If I try to set a .avi video with telnet, i obtain :
This video work fine if i just launch it locally with VLC.
Secondly, DVD file on the client are really...I don't know the word, google translate say me jerked...(saccadés in french). I don't think it's a problem of network or CPU, (cpu is not busy, on the client and on the server), network is 100Mbits full duplex.
Thirdly, can we announce to the client which VOD are available? I search about SAP but with vod....
