vlc plays small video in lower left corner

Description of problem:
When playing any video on vlc-3.0.0-0.9.fc24 it plays in the lower left corner of the vlc window with a lot of blank space around. It does not scale to the window size. When using dnf downgrade and playing the file with vlc-3.0.0-0.1.fc24 it plays correctly.
Version-Release number of selected component (if applicable):
Fedora 24, vlc-3.0.0-0.9.fc24
How reproducible:
Every time vlc-3.0.0-0.9 is used. Using vlc-3.0.0-0.1 does NOT have that problem.
Steps to Reproduce:
1. open any video with vlc-3.0.0-0.9.fc24
2. it will show the video in the lower left corner of the vlc window with a whole lot of blank space.

size the video according to the window size so it fits most of the vlc screen.
Additional info:
This is not a problem with the settings of vlc. The vlcrc file was deleted so it could be recreated, same issue. The video preferences were tweaked like "fit window size", etc. no difference. Running vlc on x11 or Wayland shows the same problem.
