latest version that doesn't have vb bug

I'm running a centos6 server (command line only) and I'm using vlc to transcode a stream from an axis ip camera to flv.
I understand the latest version of vlc (v2.something) has a know bug whereby it ignores the vb rate. I managed to get round this by installing an earlier version that doesn't have this bug (v1.1.13), but unfortunately this earlier version has other bugs and it crashes a lot. Does anyone know what the latest version of vlc is that doesn't have the vb bug?

the bug whereby vlc ignores the 'vb=' value in the command line. I've since discovered that vlc-2.0.0-2.el6.x86_64 doesn't have the bug but it 'rc buffer underflow's a lot. vlc-2.0.2-5.el6.x86_64 doesn't have the bug but the stream drops a lot. I'm currently running vlc-2.0.3-6.el6.x86_64 which also doesn't have the bug and I haven't finished testing that. btw I install vlc with yum and I'm getting my vlc versions from here :

No trac bug has been reported.
