I know I'm late to the party but with all the blaming of various Linux technologies I thought I would pop in and register just to say that I am using Windows 7 64bit (of all things) with VLC 3.0.8 and have the exact same problem of focus. However for me, clicking in the fullscreen video doesn't fix it, NOTHING in fullscreen works with hotkeys. Only leaving fullscreen mode returns focus and thus the hotkeys work again. Also, I had previously been using v2.2 and this problem didn't exist. Additionally I installed Win7.64 in a VM cleanly and with no other apps and VLC worked fine, on v2.2, as soon as I upgraded to v3.0.8 the problem appeared. For me the solution is easy but for others, if anyone is still watching this thread, I can provide additional information. I also use KUbuntu 18.04 as well as Debian Buster (I am a developer), and when absolutely necessary Windows 10. So I am happy to do testing on those platforms if there is interest.

But no mistaking this- the problem has absolutely NOTHING to do with Linux or XYZ-Window-Manager.
Near as I can figure from the code posted here it's a Qt bug. I don't use Qt for my own work so I can't speak on it.

What I can say is THANK YOU to the poster who dug into the code and posted the problem and the fix! I may just do my own build of it, I don't update versions often so I wouldn't have to repeat the exercise often.

And PS: I agree with the VLC dev who objected to blaming/shaming or in other words for folks who forget what they are getting for FREE with VLC, by the efforts and skills of others. I don't know about others but being imprisoned in my own home thanks to covid my video library and VLC have become my best friends.

[edit: Oops, poor wording on my part. I meant because of the restrictions imposed due to the pandemic, I myself do not suffer from the disease. Now I wish I hadn't mentioned that! But watching videos is all I have other than writing code and there's only just so many hours one can do that! LOL]
