MPEG4 hardware encoder

hi guys,
i'm planning to use videolan to broadcast 4 tv channels to our network LAN for more than 20 users, I want to encode them into mpeg4 so it can be watched easily with windows media player, i dont want to force users to download additional software.

at the same time I want to keep the mpeg4 file on my hard disk for later edit/cut to put it for VOD.

any idea of which Hardware Encoder card I should buy? and are those USB mpeg4 tv tuner card like VideoMate TV131 will do the job of encoding and channel selection under linux for me?

it is necessary to be usb and to be hardware encoder because I may want to put another 4 channel.

well you should avoid usb for that ......

usb is not made for long term continuous use ....... and it consumes processor performance for managing the data rate.

well, I can have a common dual core cpu on that video server but even pci,which mpeg4 encoder and tv tuner card should suitable for this?
