That doesn't seem to be really practical during real time playback yet. Speech to text technology requires processing the audio many seconds ahead, which is a major problem to integrate it in a media player.
I'm pretty sure that YouTube does it offline on their cloud.
So this is going to require a lot of work, and as is unfortunately usual for accessibility-related feature requests, there does not seem to be much of any funding for it.
