Video Shifted up and Cut Off

Hi all,
Playing back video clips VLC is putting a large black bar below the content and shifting up the video, leaving the top third of the clip out of viewable range. It is happening whether in windowed or full screen, with a variety of formats (.mkv, .avi, to name a couple). Video plays back fine on other devices so the video clips are not corrupted. Any troubleshooting tips to try? Thanks in advance.

And it works with the same VLC version? Try different video output or disable hardware acceleration.

Same VLC Version (3.0.18), all the settings are the same between both systems (1080p Display Output, both had hardware acceleration set to automatic). Tried switching the problematic system to disable hardware acceleration, no change. Video playback in other apps like chromium (ie, video playback in Google Drive) have no issue.

Change video output. But if the same version works elsewhere, it's quite likely a problem with something else than VLC, be it underlying library, device drivers or what.

Swapped the video output (Pi 4B has dual micro HDMI Outputs), same behaviour. Only 2 differences between the two systems is one is running 32-Bit Pi OS (the other is running 64-bit), and model differences (Model 3B vs 4B). going to try swapping the OS Cards and see if that changes things.

RPi OS has made significant unofficial changes to the VLC video output. We can't provide help with that here.
