English subtitles and update

Hello,
I have Ubuntu 18.04 LTS and VLC 3.0.4 (as the terminal calls it).
My first question is how to properly configure VLC (my only player now) to search subs or to open CC by default. There are many tech terms in Input/Codecs which aren't clear to me.
You may kindly gimme a link of a free manual or relevant post.
The second question is how to make an update? The Terminal responds only as follows:

I'm not sure of a way to force playing certain subtitles (like eng), You can set a language preference (VLC preferences (All) then go to Video > subtitles/osd). When video is playing you can use (Shift+V) to toggle subtitles.
The subs should automatically be detected when you open the video. Make sure the sub files are in a supported format and in the same dir as the video or in a configured sub-dir.
There's a link to the manual (wiki) if you just check the Help, or on the homepage https://www.videolan.org/ if you pick support and then documentation.
The version 3.0.4 that you have is maintained by Ubuntu and specifically for the LTS/long term usage, so it won't get updated as much, and can't be updated with the command you have tried. If you want newer software you could use regular Ubuntu release like current 19.04 which has the latest version 3.0.6. Otherwise you could uninstall VLC and then install from the Snap store https://snapcraft.io/vlc which has the latest version
