(VLC 3.0) How to read the information from the transport layer?

I want to change the way to read the information from the transport layer, want to know how vlc3.0 read the information,

if it is possible, I hope to know where it is (VLC \ modules \ access \ tcp.c) or (VLC \ src \ network \ tcp.c) ?

Why there are two places to describe TCP? One is for the Desktop PC, and the other is for mobile phone?
