wtv video dropping many frames so it is not smooth on ubuntu

I am recording a lot of olympics, etc... using wmc in win7.
If I watch on my upstairs PC in win7 it is smooth, perfect with vlc

If I watch using ubuntu 12.04 pc with the nvidia driver, it is not smooth looking due to half the frames being dropped.
So if good with win7 same PC and bad in ubuntu, is there something you can do to fix it?

I plan to move to 14.04.
12.04 is still LTS release so is supposedly current?

I keep the video card cause it should work in linux as it does in windows7 and wait for software to improve.
Card is a lowly geforce 8400GS 256mb and I swear it is silky smooth in windows7 on this same video.

Your view, Is it some underlying software or is this hardware never going to be working like it should in linux?

I am uploading an 8gb wtv file to google drive, if you want to view this.
It is at 4% so will take a while.
I can share to you private or I guess leave it public for a while. Will take up lots of space there.

If the same hardware runs fast on Windows, it is a software problem. Make sure you have the same NVIDIA driver, libavcodec and VLC versions on both OSes.

Libavcode for windows7 on left, for linux 64 bit on right.
They are different sized.
How can I tell what version each one is?

Is there a relatively pain free way to upgrade libavcodec?

vlc --reset-config
This fixed vlc playback of my wtv 1080p files, they are now smooth.
No more dropped frames. :D

I also had upgraded to ubuntu 14.04, but that did not help.
