m3u playlists?

Basic question:

If I have an m3u playlist, I can open it with VLC and the first item will start playing
If I click view>Playlist I will see a list of items and can choose the one I want

Is there a way from the command line to open an m3u file with VLC, not start playing automatically, but merely present the list of playlist items for a user to select from...?

Enqueue the m3u with the advanced open dialog.
