how to cross compile VLC (arm-linux-gcc)

I want to cross compile the VLC in cygwin , what's all the tool chain do i have to install and the versions?

I have read the page , and the crosscompile in this page is an example about palm using opie ,
I just want to cross-compile the code by arm-linux-gcc ,which can run on my board ,not for palm .
Is it possible and any advice ?
