Can't pull in UDP

I have a machine setup currently where I'm trying to pull in a UDP stream from one network interface and output it in HTTP Live Stream format into a local folder. Each time I put in the command it keeps trying to pre-fill the buffer and just stays there. Not sure if the UDP stream isn't coming in for some reason or another, but the network settings are correct in what it needs.

Is there any helpful hints towards this? I'm having a heck of a time with this.

Getting stuck as prefill means no data is received, so network misconfiguration.
