Control the bitrate of ts media stream

now i am using vlc to send ts media stream to network, i want to control the bitrate of media stream, but i don't know how to do it.
what's the parameters?

There is no such thing because it does not make much sense at the Transport Stream level. If you want to lower the bitrate, use more efficient codecs, or lower the codec quality parameters. You can't reduce the bitrate at the multiplex level.

Hey can you help me with my problem,

i am opening a network stream and i am able to see video but i want to know which parameters access the information received from transmitter in the source code. I want to say information like buffer size, limit and how much it was left during streaming.
