Building 0.9.8a version in Linux (for windows)

Hi guys,
I have Fedore core 10 environment and i can't build the 0.9.8a version.
I want to build VLC for windows. (cross-platform)
I've read the README file and installed all the neccessary development environment and contrib libs.

Does anyone have full list of steps how can i config & compile?
