how to force playback to 44.1kHz?

please is there a way to force spdif audio playback to 44.1kHz in VLC even when the source material is not 44.1kHz? I've seen various resampling settings in VLC, but none of them allow me to set the target sample rate.
Other applications (ie. web browser and clementine player) output 44.1kHz thru spdif fine (in clementine there is a setting for sampling rate)
I'm using ubuntu 16.04, kernel 4.6, vlc 2.2.2

Are you using Pulse or Alsa?

I almost solved the problem but then I found out that some videos on youtube probably have different sample rate because some of them play OK (in browser) with my current settings and some don't, but they play OK with other settings :(
Sadly it seems my soundcard can't accommodate (with ubuntu).
So this is probably no longer a VLC problem, although I would still like to know how to force VLC playback into a specific sample rate
