MPEG 4 Audio (aka AAC) encoding is not available in the binary build, due to patent licensing issues. If you need it you will have to build VLC from source:

Well, in fact, this isn't because of patent licensing issues (there are no valid software-only patents in the EU). It's about libfaac using a non-free and therefore non-GPL-compatible license, which is why neither FFmpeg nor VLC can use it anymore. A newly written encoder will be included in one of the next releases, possibly even VLC 1.0.1.

Feel free to contribute this encoder under a GPL-compatible license. We will happily include it. Or wait for the FFmpeg team to finish their work.
