Stream Cache/Buffer

I'm trying to stream a video (FIRST competition) mms://sargasso-3.arc.nasa.gov/live
I want to increase the cache or buffer time, because as it is, the stream drops after a minute or two. The advice I see on here is the advanced settings in the open menu, which I cannot find. Any help would be great, thanks a lot.
Sometimes I get this, theres nothing intensive going on though.
ffmpeg: more than 5 seconds of late video -> dropping frame (computer too slow ?)

TO FIX:
(Mac OS X) : VLC menu > PREFS > INPUT / OUTPUT CODECS > ACCESS MODULE > FILES >
-check the 'ADVANCED' box at the bottom of the window
-then put a value of 5000 in the CACHE VALUE IN MS box: [ 5000 ]
hello, this is a pretty hard to find setting...meaning that it is absolutely ridiculous to get to to change.
Here is my setup:
- TimeCapsule [ wireless N ]
- MacBook Pro [ wireless G ]
- Vid to a Plasma 50" Philips thru HDMI
Problem that I had: VLC cannot stream .avi from Time Capsule to the MacBook Pro when every other player knows how to do it.
The problem is because the buffer size is too low. VLC also doesn't keep an open stream flow. It just gets the data at large chunks at a time. This however is luckily fixed with a buffer change. I was initially worried that it wouldn't be fixed, and instead just get 5000ms of video after it finished a huge chunk...and then make you wait. But WHEW...fixed. FOR NOW. If your still having problems, increase the value to 7000ms

can not wait to test this tonight. I gave up on VLC because of this "streaming" issue. Any other player knows how to handle files on a disk that is mounted via Wifi, but VLC. From time to time I read these forum and I am happy to here that it is supposed to work now! Will check it out and report
