What does this error report mean?

main: cannot bind socket (Can't assign requested address)
main: cannot create socket(s) for HTTP host
access_output_http: cannot listen on 192.168.1.115:1024
stream_out_standard: no suitable sout access module for `http/asf://192.168.1.115:1024'
I'm trying to stream from a Linksys WVC54G IP Webcam and that's the shortest report I've had out of it yet.
Can anyone help?
