Why does VLC include features that won't work?

In this case, I'm talking about adding a logo or watermark. I've tried it multiple different ways, from the command line and in the GUI and it won't work. I asked for help a long time ago, on this forum, and never got an answer. Asked in the VLC subreddit a long time ago - no answers there, either. It's as if the feature doesn't exist. Asked again, on the subreddit, a few days ago. The only reply was someone (who may or may not know VLC well) saying this feature does not work and that many features of VLC don't work. I don't know if that person knows what they're talking about or not. I'm inclined to believe him, as a result of my experience with this one feature not working and the total lack of help when asking for it multiple times here and on Reddit.

I tried it from the command line, as described in the wiki. (https://wiki.videolan.org/VLC_HowTo/Add_a_logo/). The program ran for close to 48 hours on a 1/2 hour video file I had of a TV show I had ripped from the DVD. The output video file showed up, and was full length, within seconds after I started the command, but 48 hours later, when I checked, the output video still had no trace of the watermark I wanted to overlay on the video. I've tried doing this in the GUI, by picking Window->Video Effects->Miscellaneous. I set it up like this image. Since it had a check to load with those settings on the next launch, I first tried playing back a file as it was, and, when I saw no logo, I restarted VLC - still no logo.

So apparently nobody knows how this works or is willing to help or even to answer a few questions about it and when used, it doesn't work.

So why is it even in VLC at all?

Using the logo filter in the macOS user interface is for playback only. It does not burn the logo in the file but just shows it as you are playing your video.

However, on the command-line, the logo filter works just fine using this line:
