Bug: some hot keys not working

If I try to change the hot key for Next to anything other than the default R arrow, it won’t override it. It will update as expected in the Hotkeys prefs, but will not update in the Mac menu bar's Playback menu above the app. No matter what key I enter/save, it won’t update or work when pressed. The default R arrow is locked for Next.

And the L arrow for Previous does nothing, and also has the same problems as the Next action described above. I can’t find any hot key to work for Previous. Also, the period & comma keys do not work when assigned to any actions: nothing happens when pressed. I’m sure there are issues with other actions & keys, but I haven’t tried that many custom hot keys.

I’m using Catalina 10.15.7 w/ VLC 3.0.20, but this has been happening for ages.
