Exporting to Prores 422HQ

I've spent the last hour or so searching on the net, but no joy with this one, so here I am.

A friend has captured a VCR tape in an AVI container with the Lagarith codec. VLC can play it but I want to export it to ProRes so I can open it in Premiere.

When I go to Convert and Stream, I can't find an option to convert to ProRes.

Q1: Is it possible to convert a video that VLC can play, to ProRes?

Q2: If I have to add a ProRes export codec [?] to VLC, how do I do it?

VLC does not have a ProRes encoder, sorry. I just checked with Handbrake (the tool I usually recommend for anything (re-)encoding) and it doesn't support it either. Premiere cannot import H264 or H265 media?

Thanks for the info.

Premiere can import h.264, but the friend went to a lot of bother to capture losslessly, and I want to try and retain the quality as much as possible.
