VHS download problems

Hi,
Sorry I have several questions.
1) Is there documentation, a tutorial on how to convert a VHS cassette tape to a mp4 file on my laptop.
2) I managed to down load something. There is an m4v file on my Macbook. Is that the same as an MP4?
3) When I play this file it keeps stuttering.
What can I do about it?
