How can I make the setting 'Video → Crop → 16:10' permanent in order to crop all playing videos?

Yes, you can configure this globally in:
VLC → Preferences → Show All → Video, and there enter the desired crop aspect ratio in the “Video cropping” field, like “16:10”.
