MKV HEVC x265 Stuttering

MKV HEVC x265 files stutter all the time.

VLC version 3.0.18
Ventura, Mac Studio.

These same files play fine in that awful Cisdem video player.

These files also play fine on my old 2010 Mac Pro. Yes, I said, 2010 Mac Pro.
