Why does VLC try to make a connection to the Internet when I play a local RTSP stream?

I am trying to play a stream from my local network of the form rtsp://192.168.1.85:8554/camera and it does play with no problem, but I get a popup from Little Snitch saying that VLC wants to connect to 228.67.43.91 on UDP port 15947! Why is VLC trying to make this connection, and how can I stop it from doing so? Obviously I can block it in Little Snitch but I would rather find out why VLC is doing this, and how to turn it off from within VLC. It seems pretty suspicious when you start playing a stream and immediately VLC tries to go out to the Internet!
