How to enable Text To Speech integration on mac?

recently i thought to my self that it would be glorious to not have to read subtitles and i found this

so i thought great my favorite media player has this feature

but i cant find how to enable tts in vlc
i seen https://forum.videolan.org/viewtopic.php?f=7&t=145522

i'm on OSX 12.6.2 and VLC Version 3.0.18 Vetinari (Intel 64bit)
i thing i look everywhere but i can't find toggle to enable it
i would be greatly appreciated any help

You need to enable the speech renderer as the text rendering module. This is hidden in the advanced preferences of VLC accessible through the VLC menu. Navigate to Subtitles / OSD within the Video section. You can see the option in this screenshot: https://imgur.com/a/kRGwjYk

Note that this renderer will NOT work for image based subtitles provided by DVDs or BluRay.
