VLC 3.0.17.3 can't play YouTube streams smoothly: I see grey pixelation and it's stuttering every couple of seconds or so, very similar to contrived buffering. The issue arises in all macOS I run from 10.7 to 10.14.

A little clarification: the jerky streaming manifests with 720p videos. The playback is smooth when it's SD.

We have the feeling that YouTube is throtteling playback through VLC. We are currently investigating if we can workaround their serverside change and how.
