Subtitle starts at right time, but then doesn't go away

I extracted a chapter from a movie via HandBrake and then did OCR on the subtitles via Subler. The 21MB movie clip can be found at https://www.dropbox.com/s/7hpyefvfmthmy ... t.m4v?dl=0
When I open it in QuickTime Player or in VLC4 the one subtitle in that clip comes up at the right time (the 21 second mark), and as expected goes away after the spoken foreign language has ended. However, in VLC 3.0.17 (the latest version) the subtitle doesn't go away when it’s no longer needed. Note that you need to first select the (only) subtitle track in the Subtitles menu beforehand.

This looks like a bug to me. I'm using macOS 11.6.2 on a 2019 16" MacBook Pro.
