Problems streaming MKV

I have been trying to stream a mvk over my local network to my Apple TV. I have then lowered my standards to just any client. Here is the situation.

Streaming from PC.
I can set the stream up and can get it playing when accessing it from the same PC. http://127.0.0.1:8080/ but when I type that same string into another client I get “http connection failure” followed closely by “Connection refused by peer”. I tried other IPs and ports and none have seemed to work.

Via UDP I can get the stream to show on the TV, but with no audio and it lags out every couple of seconds.

Telnet gives me that 127.0.0.1 port 1234 works but 127.0.0.1 port 8080 is connection failed
Changing to port 1234 I again can stream when I am using another instance of VLC on the same client but can not when on another computer/ TV.

So after all of this, I am fairly sure it either has to be a port or firewall preventing the stream from going through. Is there anything I should open/ close? Or is there any way to get UDP to not lag and transmit audio?




Streaming from Mac I get an error that says that I can not stream MKVs over HTTP.
