Cropping not working properly for 4:3 aspect ratio

With older non-widescreen programming, used to be I could maximize a video window with "fit to screen" (with 480p) or "double size" (with 720p) then use crop 4:3 from the menu to remove the black pillarbox bars. Now with VLC 3.0.11 and 3.0.12, selecting 4:3 crop seems to have no effect at all on a maximized window.
