VLC 3 Nightly not able to play this video file

VLC 3 Nightly cannot play this video file it freezes, skips, loses audio. Using another player it plays normal. My operating system is old , 10.12.6 on an old Mac Mini
Am I missing a codec? I changed hardware acceleration on and off no difference. Is my operating system too old? Thanks for any help.
