Where is Tools Menu Item?

I've just installed VLC Media Player V 3.0.11.1 for Mac OS X and I'm running macOS 10.14.6. When I open VLC Media Player there is no menu item for Tools as shown in the documentation. The menu items that appear are:
VLC File Edit View Playback Audio Video Subtitles Window Help

The VLC UI on Mac is different than on Windows. Please do not expect the exact same menu items. You might find the needed features in other places, though.

Unfortunately, that doesn't help any of us running VLC Media Player on a Mac. As an example, I am trying to create a Playlist on VLC and everywhere I look it states to go to View, select Playlist, hit Ctrl + L. On a Mac when I click on View, Playlist is not a selection (it isn't there). Now what?

What do you want to do exactly?
Saving/loading the current playlist to/from a file? Thats also possible, by using the File menu.
