VLC 3.0.11 for MacOS not installingThe following disk images couldn't be opened

Today I have successfully downloaded, installed & used VLC on my 2015 MacBook Pro.

However, I can't install onto my 2020 iMac. When I try to execute vlc-3.0.11.dmg, I get a pop-up window, saying that "The following disk images couldn't be loaded", giving the reason "Resource busy". (Can't see how to attach the screenshot).

Both computers are running the latest MacOS Catalina. I've done all the obvious fire-fighting on the iMac, rebooting, clearing cache etc.

Either operator error or a bug? Any suggestions, please?

This sounds like an operating system issue for me.

To be sure, you can try to redownload the disk image. Also try to close all applications, reboot the mac, then try to install VLC as the first action on the freshly booted mashine.

Thanks for the very prompt response.
I had already tried several similar approaches. This time I have exactly followed your suggestion, both with and without first running CleanMyMac to flush out cache and RAM. Same result in all cases.
I'm running Catalina 10.15.5 on an iMac with 16GB of RAM & i5 processor.

Did you reboot your iMac?

Yes, several times, as noted above.
