3.0.10 error message accessing external media

I'm running macOS High Sierra v 10.13.6. I recently updated VLC to v3.0.10. The issue that I'm having is that I'm getting an error message when I open music files to play my FLAC files that are on my Mac. Im not sure how to upload attachments here, but the error message says:
ERROR MESSAGE- Problem accessing a system resource - Potentially, macOS blocks access to your disc. Please open System Preferences > Security & Privacy and allow VLC to access your external media in "Files and Folders" section.
However, when I go to System Preferences > Security & Privacy > Privacy there is nothing that says "Files and Folders" to select. Does anyone know why?

Sorry, there is a problem at the moment where this message is shown too often. Also, this message only applies to the latest macOS version. Please just ignore it for now.

It also happens to me on Mojave (10.14.6) and moreover, after 3.0.10 update VLC constantly freezes for no apparent reason during video playback from external media (with the only way to resume is to force kill VLC process). It became so annoying that i had to revert to 3.0.8 (which made the issue disappear so far) and register on this forum to write this message.

and disabling hw ?
If you're using VLC 3.0.x and have video issues.
Try:
- Preferences -> Input/Codecs -> Disable hw decoding
- If you are a Windows user, Preferences -> Video -> Change from direct3d11 to direct3d9
If any solution works, please tell us which one solved your case,
Please also quote your video driver name and version.

Problem accessing a system resource
Potentially, macOS blocks access to your disc. Please open "System Preferences" -> "Security & Privacy" and allow VLC to access your external media in "Files and Folders" section.
I have explicitly given access to VLC in "System Preferences" -> "Security & Privacy" ->" "Full Disk Access"; "Accessibility"; "Automation" (It's not labeled "Files and Folders" on Mojave - may want to modify the alert text?)
Disabling "hardware decoding" in "input/codecs" did not solve the issue of playing the files or giving VLC access to them.

I have this exact same issue. How can I prevent this pop-up window from opening?

It's a very annoying issue
Steps to reproduce issue :
Drag and drop a folder containing flac music on VLC 3.0.10 on macOS 10.14.6
Reverting to 3.0.8 => No issue.
Please, anyone to fix it ?

Hi, it is called "Files and Folders" just right below the full disk access entry. Although if you give it full disk access, files and folders is not relevant anymore.

In general though, there is currently a known issue where the dialog pops up even when you not try to play external media. This is a known issue and there is currently no workaround other than downgrading your VLC version to 3.0.8 which you can find here http://get.videolan.org/vlc/3.0.8/macosx/vlc-3.0.8.dmg

None such in High Sierra

Looks like you are on the wrong tab, it's in the "Privacy" tab, not "General".
