Mac Hotkey settings are bunk

I've been trying to figure out how to jump forwards and back by small increments (the 10 second jumps are never useful for me, and I doubt many others unless they're 90 years old). The hotkeys settings show settings for "very short backwards jump" etc. but none of them work. Other VLC interfaces allow one to simply shift-arrow but that doesn't work in the Mac, either.

What's the deal with jumping in Mac VLC? Is it just f-ed?

In default settings, VLC nicely support jumping by various increments.
Try the CMD + Arrow keys, in combination with Shift, Alt and control. There you can jump in various steps from 2 seconds, 10 seconds, 1 minute or 5 minutes.
