After using VLC for over a decade in Windows, I now have a MacBook and don't seem to have access to any of the controls to which I was accustomed. I installed 3.0.5 for Mac OSX (10.13.6) and then updated to 3.0.6 but all I get is:

The View menu contains different options on the Mac compared to Windows because this is how a Mac works. Likewise for the Preferences, which you can find in the VLC menu on the left. If you tell me what exact controls you are looking for, I'd be happy to guide you.

Look at the image I posted. There is no View or Preferences or any controls other than start, stop, show or hide playlist and volume control. Where is the menu? I cannot shuffle the playlist, repeat items, etc.

I looked at the screenshot before posting my answer yesterday.
The menu is at the top of the screen, not within the window like on Windows. It also includes a View menu which lets you enable those playmode buttons for the main window (and control those functions directly within the Playback menu).
