Volume Normalization not working

Mac OS Version 2.2.8 Weatherwax (Intel 64bit)
On Mac OS 10.12.6

VLC has a preference for Volume Normalization and yet it does not normalize the volume during playback.

Loud sections of the videos still are not brought down to the same output level as the rest of the video.

Still not working in 2022.

VLC 3.0.16

I have the opposite problem. The volume is "normalized" so badly that every time a cymbal is hit in a song, the volume dips noticeably. I've tried turning "Tools/Preferences/Audio/Normalize volume to" off, then on with the setting at 0, 1, 2, 10. No matter. Same problem.

I don't have this problem with Windows Media Player.
