I have a dual boot MAC and linux machine. Even with my MACOS being loaded on an SSD, VLC takes almost 30 seconds to open. It's almost instantaneous on my linux partition and that is runnign on a standard hard drive. So what is the problem?

It should be only that slow on first start.

Takes about 1.5 seconds on my Mac to load VLC 2.2.8 from the SSD disk, between clicking on the icon on the Dock and having the program fully loaded and interface all displayed. And my Mac is not a new model, it is from late 2008, you probably have a newer one, so it ought to be even faster for you.

Make sure you copied the VLC application into the /Applications folder. If you start it from the disk image directly (which is NEVER recommended), it might be slower.

The situation I encountered is as follows:
vlc media library has many files, before vlc 2.x can start normally, vlc 3.x later start slow, ahout a few minutes, and vlc app hang until start finished.
in vlc 3.x later need clear media library in disk folder: "~/Library/Application Support/org.videolan.vlc/ml.xspf", close vlc app and delete the file, then the vlc start quickly.

Probably because it pre-parses all the files, maybe disable the preparsing will help.

This worked extremely well for me:
Open VLC, VLC menu>preferences>show all>advanced>disable scan for new plugins
